Military electronics: “paper” frontline report

The progress in the development of electronics generally and military electronics specifically depends not only on the talents of the R&D staff and the highly proficient manufacturers of the industry. The "rules of the game" are important. They either give them a free hand or tie them up in the process of creation and hence have an impact on results. This is already the third article on the same subject published in the journal two years apart.

"Paper" features of the national military electronics

The article covers the issues on compliance of the legal and regulatory base to the interestsof development of military electronics. This paper is a continuation and extension of D. Kobzar'sarticle "The procedural issues of application of the electronic devices in defense technology:the legislative basis and the realities of life" published in CTA 3/2007. Both articles will help readersunderstand the changes occurred in this field for the last two years.

Digital measurement metrology. Part 2

The article analyses the basic concepts of the metrology of the measuring systems and its modification - the automatic power consumption accounting and monitoring system. The article shows the drawbacks of the historical methods of the metrological certification of the digital measuring systems and the automatic power consumption accounting and monitoring system. It is suggested that in the said modern systems, only their input part - the primary digital measuring devices or the measuring channels with the digital output - should be metrologically certified as the measuring devices, and the other system devices should be considered as the secondary nonmeasuring devices which require the digital certification, but not the metrological one. Such approach allows the considerable reduction of costs for the metrological support of the measuring systems and theautomatic power consumption accounting and monitoring system.
